How valuable was clothing in the (purported) time of Jesus? (self.AskHistorians)

According to Christians, the Romans gambled for Jesus' undergarments and divided it among themselves.
I can't imagine doing this in today's era (if you were looting someone, who wants their yucksy underwear?!)
This leads me to assume clothing must somehow be rare or expensive in that era. Am I right? If so, how expensive was it? How many outfits did Joe Average own?
