My company EqualEyes is building a smartphone solution for blind & visually impaired. It works on most Androids, even the cheaper ones.
With a carrier deal you can usually get some pretty decent ones.
It's in Beta testing right now, so it's free download, and we are developing and updating it constantly.

Can't help you too much, as i see Bell is a CDMA carrier and i don't know much about that.
Are you aware that the iPhone does have fairly decent Universal Access features? Both the zoom and the screeenreader are relatively usable. Also theres siri for that voice activated thing.
If you are looking for a simple phone i can recommend the motorola motofone f3 as that has giant letters, screenreader functionality and a nice overall simplicity.
You won't find it on your carrier as it is quite old, but you mind find an unlocked version to use. Again, don't know how that works on a CDMA carrier.
