Well the title was misleading since it's not the world's first anything yet.
And I hate to be a downer but there's no chance a company like this will produce anything. It's vapor. The company is just a bunch of "CEOs" and not a single engineer listed. You'd need a huge budget and team to even dream of producing something like this.

Ok, so that I'm not just pure pessimism, check out this project. It's similar and while the project itself has fizzled out, the tech is solid and could be used for something commercial http://www.hyperbraille.de/project/?lang=en
