I know a common solution for being unable to read text on a display is to magnify the text or have a program read the text aloud. However, I've also seen an electronic braille (display? Screen? Dunno what to call it...) device. How common are those? How helpful are they?

Refreshable Braille display. They are very nice (if you read Braille). Most of the cases we see (I work in AT), they are used in conjunction with a screen reader. They work well, but a very expensive.

Just googled it. Wow, that's expensive. The low-end ones top 2 grand! Wonder if there's going to be any open hardware project to do for this what NVDA did for screen readers.

I'm not sure, but check in your state to see if there are any assistance programs. We have a few sources in Indiana that help with assistive tech purchase like this.
