I have mixed feelings about them. They are absolutely essential for wheelchair users so in my opinion they definitely should be there. I don't mind them too much especially if there are truncated bumps for me to detect on, but when there aren't then I have to be super careful about noticing when I've gone off the sidewalk and onto asphalt. I prefer to have a curb that my cane can find so that I have a clear boundary between the road and the sidewalk but curb cuts definitely have their place, I just want more truncated bumps. I would imagine that guide dogs largely alleviate this detection problem.
