The Pidgin TTS plugin on windows? (self.Blind)

I am just curious if anyone has gotten this to work on windows? I kinda wish Miranda NG would add the hangouts add on, take the code from this Pidgin add on, but, anyone got the TTS pluugin to work on windows? Link is below.
