The Apple TV is the way to go. Being Apple, it will be 100% accessible to people with visual impairments.

I have a Samsung TV and that has a phone app. I am also in the UK and we have audio description on a lot of programmes. I'm not sure about the streaming media. I haven't mastered that yet, Good luck with your new tv😎
