People who are blind or visually-impaired have limited ability to see using their eyes. However, sight is a phenomenon that occurs within the brain. Many people who are blind or visually-impaired may see, but in a way that is different than people who are not blind. Sound, touch, smell, and imagination can contribute more than enough external information to the brain and enable a person who is blind or bisually impaired to see in their unique way.
On a personal note I just want to share that ignorance is not funny, nor is trying to put down another based on differences in ability.

Not always. "legally blind" is a thing, and is defined differently depending on the country. Some people who identify as blind can see enough to read large print. Some can't see at all. Some are somewhere in between (can only see with one eye, etc, etc, etc).
