The article mentions ID, does Canada really have a system of identification of service dogs?

Canada doesn't, but some provinces in Canada do. We have a huge problem here with people, especially at airports, falsely claiming there dog is a service dog when it isn't.

Interesting. I always imagined Canada as a united, socialist place. Are the provinces quite autonomous?

In many things, yes. But they aren't nearly as autonomous as states in the US are. But they do have provincial taxes, healthcare plans are provincial, as is much of welfare, etc.
