Maybe this is why people should learn how to properly use canes?
IMO, I've never seen a serious issue with this in the USA.
You just deal with situations as they arise.

Don't blind folks in Sidney have canes or guide dogs so they can avoid objects that may be in their path? Seriously?

Depends on the type of outdoor furniture being allowed, though. Even using my cane, it could easily slip under one of those high glass-topped tables, and I wouldn't detect it until it's too late. Plus, if they're putting crap on the footpath, it may mean the only way to get around it is to step out into the road. I wouldn't want to judge the complaint without more details than the article provides.
