Strangely, that article actually doesn't specify which implant they are talking about. There is currently two that are available, with the Argus 2 being the more common one (I forget the other model name, unfortunately).
The implant does let someone "see", but that phrase can be highly misleading. The picture is extremely low resolution, considering it only has 60 electrodes. People can see contrasts and lines, and in some very rare cases, maybe a letter or two. Basically, a TV from the 1950s across a room would have better resolution than the current models.
As technology progresses, though, I'm sure the models would improve and resolution would go up.
