It would depend on whether someone has any usable vision. If someone is total, there is no specific reason. But for someone with low vision or legal blindness, they may see enough the lights are helpful.

Also, seeing eye dogs DO need light to see. I knew someone who unfortunately forgot that and took their dog down a set of stairs in complete darkness. It did not go well :(

I always got told off at home for walking round in the dark but I never saw the point in lights as i feel my way around with my feet

I hate to say it but it probably depends on the individual. There's too many factors to conclusively say yes or no.
