Anyone know of a device that can read the local weather aloud at the touch of a button...? (self.Blind)

My sister in law loves hearing the weather. But she's blind, partially paralyzed and not very mobile, so she doesn't get to do much of her own volition. She gets my mother in law to read the weather to her off the TV anytime it comes up.

Would love to find a device or gadget for her tone able to hit a button and have the local weather read out loud to her...! (I'm trying to win Christmas.) However I'm not sure such a thing exists...?

Anyone know of anything like this?
Note: She doesn't have her own phone, so apps are out. Her speech is also likely too slurred due to her disability, so voice-controlled not doable. :(

My wife got me an Echo Dot from amazone as an early christmas gift it functions both as a push button( the button is kinda small) or voice interface device , i like it because i am legally blind and i dont have to worry about waiting on the news it will tell me the forcast as well as many other things all for about 50 bucks

You could look at https://ifttt.com/ and make a custom script that would tell google home or something compatible to read the weather but it would take some fiddling.
