It depends on what you are learning braille for. Learning it to sight-read, to tactile read, or to be a transcriber.
If you onlyt want to learn to sight-read braille, that book is sufficient. You realistically only need to learn the 26 characters, and about a dozen symbols for the basics. For tactile reading, you would likely need an ILS instructor to teach you. For the textbooks we have, the first volume doesn't even have braille, it has pre-braille to learn how to utilize your sensations correctly.
To be a braille transcriber, requires significantly more training.

Good question, I'm not sure. I know that tvi (teachers for the visually impaired) can teach braille, my son has a tvi who would help if needed (he's too young right now and may not need braille). I hope you find a good answer!
