I'm assuming that by "make a virtual machine," you mean you want the ability to create virtual machines and run software within them. If that's the case, VMware player (free) and VMware Workstation (payed) actually work pretty well, assuming that you know the basics of using the Jaws curser or NVDA's object navigation. Do remember that screen readers cannot read what is in a virtual machine from the host system; you must either run a screen reader within the virtual machine or remote into it using a mechanism such as SSH.
