While not explicitly designed for video editing, I’ve heard that the digital audio workstation software Reaper allows people to accessibly edit video. Take a look around the Reaper accessibility wiki (https://reaperaccessibility.com) and reach out to the mailing list for additional information.

I was trying to find a video editor as well. Once I found this post, I tried out Reaper, and it took a while to figure out how to use the program efficiently, but now, I am happy with it.

Some other video editors that people said are accessible include VirtualDub/VirtualDub 2, Machete Video Editor, VideoPad, and VideoReDo. However, out of these, I have only tried VirtualDub 2. It was fine, but I think I prefer Reaper.
