If you are using a Mac there is a program called talking video player, it can read subtitle files

On windows there is KM player
For both programs you have to select the subtitle file that is related to the video file

Netflix, and presumably others, straight-up have people reading the subtitles of films without dubs, if you turn on descriptive audio.
