I've seen a few things done in this format, but mostly historical documents. They have largely fallen out of favour because producing braille dots are easier to do (with a multi-dot head, you just a single head with a method of controlling the dots. With raised symbols, you'd need an individual head for each letter, and they also have to be a certain size).
