I know that with IEPs we list all accommodations that a student needs even if the student chooses not to utilize all of them all the time. In other words, you should have that option because it is something you utilize in class. And then you get to decide when and if you utilize the scribe.

Can I write answers to parts of the exams but the scribe can do the rest

I would double check with your school or proctor. But at our school we allow students to utilize accommodations as needed. So some switch back and forth between using the accommodations and not using them.
