I'm looking for the easiest and best way for blind people to see 3D photos(self.Blind)

Hey all! I'm part of a cultural organization that has over 400.000 pictures of a specific town/region of southern Chile ranging from the years 1875 to 2005. Our work is focused on making this collection accessible to the community through public exhibitions where people can see the photos along with a description of what is happening in the photo.
Now, we want to make this info available to the blind or visually impaired members of the community, and we are trying to figure out the easiest and best way to accomplish this. We want them to be able to see the photo with their hands and ears, and understand what it is they are touching/hearing.
We have a 3D Printer available for doing these models.
What would be the best way to accomplish this doing a 3D model? Should we focus more on the Audio Description part rather than the 3D part? Is there any literature you guys could recommend us to make this happen?

You may want to explore what they have done at the Casa del Arte José Clemente Orozco at UdeC in Concepción. They have started adding 3D printed versions of paintings, along with textured navigation along the floors. It's not fully immersive, but it is a step in the right direction. You may find relatively local help there with the process for rendering the art for 3D printing. PM me if you'd like photos of their setup.

I heard of a company called 3DPhotoWorks once. I don't actually know what they do. It just popped into my head when I saw this post, so you might want to check them out.

Yup! They do exactly this with fine art photos. I think that is the technique we might need to learn to accomplish, but we do not know if that's really the best way to transfer the information we have to the visually impaired community, as the photos we have are far from being fine art (meaning it's not about the photo, but about the **contents** of the photo). Hope this makes sense haha Thank you for your suggestion!
