Annoying issue with voiceover on 2019 macbook pro (self.Blind)

I've been noticing for the passed day that when using voiceover half the time I hear stuff at the normal speaking with alex, which for me is at 85 or so percent. But then the other half, such as scrolling through a document in pages or something, is alex at a much slower rate. I'm not sure what's going on here or why but it is rather annoying since I'm in college lol. Any ideas?

On iOS as of ios13 you can change voice-over settings depending on the context such as when reading a document
