If a toilet has both female logo and wheelchair logo, does the VI user has priority or the female user has priority? (self.Blind)

Context:
Location: public place, small dining establishment
Toilet 1: accessible toilet, door has female logo and wheelchair logo, toilet bowl and basin and handles
Toilet 2: male toilet with 1 urinal
Toilet 3: squat toilet, labelled male and female users
There is common handwashing area outside the three toilets

I visit toilet, all three toilets occupied. I wait outside toilet 1. Visually impaired male using toilet 1, toilet 1 ran out of toilet paper, came out and asked for help, i passed him some pocket tissue, he continues using toilet.

Able-bodied female user scolds the man in toilet, saying this is a female toilet and he should use the other toilets (the other toilets are urinal and squat, not very accessible IMO). Man comes out with a white cane and apologize to woman. Woman doesn't seem convinced that he is visually impaired despite his white cane usage.

Questions:
Who should have priority?
What could I have done to help?

The only person who had more "right" to that toilet would have been someone in a wheelchair. That lady was being a snot and I hope she noticed the rude looks people gave her.

If the man wasn't familiar with a squat toilet, I see no problem with him using the accessible toilet.

I would say only wheelchars and maybe if a blind person is trained in squat toilets never been trained in that I don’t know if it’s possible, it probably is. Somehow.
