Hey all, I'm currently in my final year of college and for my bachelor's work, I've decided to work on a website design that would fit visually impaired people. And I was hoping if someone out there would be able to help me by answering a list of questions from the design's side such as text sizes, color combinations, the entire layout - absolutely any info that would help create an effective website for visually impaired. Not to rain on your parade, but technically (legally) speaking, all public facing websites should be operable by all people regardless of disability (with the use of assistive technology) since they are legally considered public places by the ADA.
Now, I will counter that by telling you that despite this legal requirement, many websites are not compliant. I just wanted to make sure this isn’t a project about cutting edge innovation or whatnot, because developers/sites/companies/organizations have been expected to comply to WCAG for years.

This seems very misguided. What exactly are you trying to accomplish by creating a website for (visually impaired) people? Most websites are accessible, and anyway, even those that aren't, have to comply with the ADA. From the sounds of it, you are trying to create this magical website specifically for blind people. But what's it's purpose? What are you hoping to achieve by creating this website? What message are you trying to put out that only visually impaired people would benefit from it? Just some things to think about.
