No. Don't do this. I think it's wierd when people do this kind of stuff with braille. I read braille with my fingers, and representing it with lights on the side of a building excludes the very people you are trying to honor.

You'll never get people to all agree on a message. People might find messages like this a bit patronizing.

I think we would need some more details on the project first but otherwise, I agree with the other two comments. Writing something in Braille using lights seems almost insulting. If you want to create art to honor the blind/visually impaired community, make art accessible to them. Work on making centers of art in your community accessible to the blind. If you are determined to make a tribute, please do something else. I am sure we would be happy to give feedback on other ideas.
