Minnesota has good transportation and support services. I’ve heard good things about Austin Texas, Phoenix Arizona, and have also had experiences in Portland Oregon, and the bay area. All good choices.

Minnesota also has horrible weather for a good chunk of the year, Metro Transit is mediocre, at best, and, if you need to use it, Metro Mobility totally blows for reliability. The Twin Cities is a suburb dominiated hell. Born there and former resident of the state. As a non-driver due to visual impairment, I hope I never have to live in that state ever again. YMMV but that's my experience with Minnesota.

As someone who’s lived in several other parts of the United States, the services in the Twin Cities are much better than what I’ve experienced in the past. I think many don’t know how good they have it here. There are certainly problems and some things need improvement. But it’s sincerely so much better than what I’ve experienced in Arizona, and northern New England (to be specific).
I’ve also been in San Francisco which has nicer weather, but the system out there is hit and miss.

Depends on how you define "good". I live in Columbus, Ohio, and transit is pretty decent. No light rail, but buses aren't bad and paratransit is useful. I went to Sacramento last summer, and they have nice public transit, and easily navigable since most streets are named by a letter or number, e.g. K street and 10th street. Denver, CO is pretty good too.

San Diego is okay, if you can stomach the housing prices. It falls off pretty rapidly the further you get from the city proper though.

The only US city I’ve traveled with public transportation in is Dallas, TX. The trains were great, but you had to take the car to even get to the station.

I would say Sweden, especially southern Sweden (where I live) has great public transportation (if you are looking for something outside the US).
