I wouldn't classify blindness as a culture, and sure you could buy and use a brailler. Who would be in their right to tell you that you couldn't. Just because I'm blind doesn't give me the right to tell you that you can't buy a brailler, and just because you're sighted doesn't mean that you have the right to tell me that I can't buy a car. Now obviously there's a bit of difference as it would be illegal for me to drive / operate the car, but I could still own it. I actually do know a few blind people who own their own vehicles for legitimate reasons.

I don't believe in cultural appropriation, because I don't believe that a group has the right to tell an individual or another group how to behave. You're not harming anyone by taking part in a culture that's not your own, as long as you do it in a way that isn't mocking or disrespectful.
