Eh, kinda. At least in the US the state is supposed to step in but that's highly dependent on where you are and how adept you are at accessing resources. Much easier if you're a k-12 student.

Someone asked this question using very similar words a few weeks ago. You could look at that post for many good answers.

It depends on where you live. Some places are better than others with these things. If you are still in school you would usually be introduce to a teacher of the visually impaired and/or Orientation and mobility specialist depending on the school district, at least to my knowledge. If you are an adult however, there are plenty of rehabilitation centers, programs, departments ran by the government that you could go to in order to learn the necessary skills for living independently as a blind or visually impaired person. As to helping the cost with accessibility equipment there are many government ran agencies with aid for affordability issues. This is just based on my knowledge and my experiences though, it could be totally different for different places. Also, this is just a simple explanation there’s much more that goes into this than I mentioned. The reason you might be fucked over could be a lot of these agencies, programs, Center’s, ect. are poorly funded and ran which in turn screws a lot of people over.
