Have you tried checking websites like Ebay for a preowned option?

You can use your phone's camera for a quick fix, like a menu at a restaurant for example.

Does your province have any resources for people with disabilities? The US has government departments that pay for things like CCTVs and other technology needs.

If you're in Ontario, you can use ADP to get a CCTV. Public libraries in most metropolitan areas also have a CCTV. Audiobooks through CELA and CNIB is also an option.

ADP is the Assistive Devices Program. It's available in all of Canada. CELA is the Centre for Equitable Library Access. If you're registered with CNIB, you can access the CELA library. Once you have access to CELA, you can sign up for Bookshare. Bookshare has a more comprehensive selection. Their books are more like TTS rather than narrated.
I prefer text to speech too. I can listen to it faster.
