"I am working on a personal project of designing toothbrushes for consumers who have low vision or are fully blind. "
Do you have some evidence that BVI people have difficulty brushing their teeth? That is, do you know this is a problem that actually needs to be solved?
The community gets a lot of requests for info, chats to discuss projects, etc. A number of sighted engineers and inventors come to the group and mention having already started on projects, and only then try to figure out whether anyone wants such a thing.
As books such as The Lean Startup by Eric Ries point out, you want to validate your market before you even start engineering. Validating your market includes finding out people actually want what you're thinking of making.
Although blind folks may have learned differently from sighted folks how to do certain tasks, the end result is the same: they do these everyday tasks and go about their day. After conducting surveys, going to trade shows, hanging out with friends, etc., I can say that the search for a better way to brush teeth hasn't come up.
The book **How to Thrive Not Just Survive** ed. by Swallow and Huebner (1987) includes a picture of a blind girl who is about three years old preparing to brush her teeth. She's doing it better than my kid who is older. And sighted.
If you haven't already done so, please read this post in which members of r/Blind are rather blunt in expression their frustration with requests to chat about projects:

Also, you've posted the same thing in other groups, including r/rheumatoid. Though I'm not into that sort of assistive tech, designing toothbrushes for people with limited manual dexterity would be a better fit. There are likely a number of professionals in your area who work in the field and can tell you whether their clients need something different from what's already on the market.
But I would first strongly recommend that you go to MaxiAids and similar distributors and find products there first. If you can say, "My toothbrush is like the \_\_\_\_\_\_ \[name of existing product\], but costs half as much and guarantees 50% cleaner teeth with 25% less effort," then people may take notice.
