How do u know when cane needs replaced?(self.Blind)

I think that's really up to you. I don't know how much experience you have with it, and I am not an O&M, but if it is short enough that it starts to annoy you, replace it. If not, whatever, it's probably fine. If you've literally just started using it, then you might not have figured out what you prefer yet, I guess, so be careful in that case.
Generally though it is totally your choice as to what works for you. Personally I like them more up to my chin but that's just me, I wouldn't tell you what to do. I'm pretty short so up to my chin may be less distance than up to your sternum! I guess if it's too short it can affect your ability to go quickly, but like I say, probably not something to worry about in the short term. If you're going to see the right people at some point fairly soon I'd just go with it until then and ask about it, unless it was annoying me.

Generally speaking, when walking with your cane, the cane tip should be about one and a half steps ahead of you, so you have time to react when it hits something. But it's mostly personal preference of "somewhere around that range." A couple inches probably won't make *that* much of a difference.
That said, a lot of people find that they prefer longer canes, because it gives them more time to react and lets them walk at a faster pace. People who are just learning, I'm told, generally tend to find shorter canes easier to manage - so long as they're not so short as to be unsafe or uncomfortable.
Use it a bit and see. If it feels too short, get a longer one. Personally, my cane is about 1in below the top of my shoulder.

It obviously depends on you, but people have said they use canes from as tall as their foreheads to as short as their belly button, and everything in-between. I like mine around my collarbones in height, maybe my chin, but you can really get along fine with a suboptimal height for your cane for a while. The only times you really need to replace anything is if your grip gets messed up, your elastic snaps, or your cane tip gets worn down too much and doesn't give you proper feedback anymore.

and if the tip gets worn down, you can often replace just the tip if needed. I've always used a pencil type tip, however i've seen several different types of tips also! good advise.

My cane is 63 inches and its touching my nose. Its a different model of cane, and its my prefrence. The distance from the tip of the cane to your toes will give you the reaction disstance and time you need to be aware of when you are walking. If you are not able to stop fast enough when you are walking at a normal speed you probably need a longer cane. Iam a fast walker, so a two feet warning is not enough for me.
