I could use a phone that i can voice command that can also read my messages to me. I would also like to be able to have it read books and emails and other things will a phone do that? I'm really not tech savy. I'm low vision at times no vision. This is all really new to me.
For a phone I'm not sure which phone to go with. It seems like a lot of people recommend iPhones. But which ones i have no experience with them?

I would recommend the iPhone. Maybe talk to an assistive tech specialist if you can. You don’t need the latest and greatest though.

An iPhone SE is a good used iPhone is better spec’d then competitively priced Android’s. However you can always get a used phone anything from an iPhone 6S or newer is Fine. Android is trickier to learn and there is a lot more support and information online to support you in learning iOS

iOS is the name of the operating System the iPhone runs. My best suggestion is also to take a look on YouTube for VoiceOver and Android TalkBack to better grasp the differences as you will want to have some knowledge before making a purchase

I have some educating myself to do. I'm not really able to see my tv most of the time anymore and i use a chromebook too but i haven't tried anything to accommodate my lack of sight yet. It's very overwhelming at this point.

I have only use the iPhone and I love it. I do basically everything with it. I read emails, listen to news articles our text messaging, I whole bunch of stuff.

Most phones can do at least some voice stuff. I've only ever used android and the advantage of that is that you can get something like a blackberry keyone which has a real keyboard, which is a big bonus. But I think they're out of production now, and you can get bluetooth keyboards too. Most people will say iphone but they're expensive and otherwise basically the same.

The new iPhone SE 2020 could be a good investment, think it's going on for like $350 for 64 gigs, would personally get the 128 gigs at $400 though. That's the cheapest new iPhone you could get. Since it's the latest phone it's guaranteed to be updated 3-4 years at least
