Just turn on VoiceOver on the iPhone or Talkback on the Android and let him use his phone that way. Same concept for a computer, download a screen reader on Windows or activate the already-existing one on Mac. Heck, just find your local help center for the blind or whatever they are called so that they could help him learn how to use technology if he doesn't know how to.

So in terms of your husband's "mental handicap" it is like although he is technically able to see, functionally he is blind? Do you notice a difference in behaviour between himself and a person who is blind due to their eyes having a problem? If he has an iPhone he can use iOS voiceover, or on Android use Talkback. They are text to speech accessibility apps. As a sighted person I think they are fairly straightforward to learn once you understand the gestures. He can simply tap the text to have it read out for him.
A lot of communication apps like WhatsApp allow you to send voice messages as well as texts. You can also write messages to others using speech to text as long as you are careful (it takes practice!)

like i said its hard to explain. yes he can see but just like if your blind from birth i cant explain what a flower looks like to you and know that you see what a sighted person sees, he cant explain well enough to tell me if what he sees is actually what a sighted person sees. he tries to explain it as a grid. he sees where things are but not the thing itself. Oh he also has aphantasia which is the inabilty to picture things with his minds eye. so if you ask him to picture an apple he cant. im not sure if blind people can do this if they have seen before they went blind but he cant. he is all messed up. but i love him just the same

Where the VI are connected with sighted via video calls? Perhaps you could pair with a specialist and sync your calendar and set up reminders where they can visually read out loud to your husband?
