Many of these questions differ depending on the sport, but I'll try to answer the best I can. For my sport, swimming, you can qualify for the team at any Paralympic sanctioned event. So essentially, you want to find a Paralympic event so you can show them what you got. Finding a place to train is on you, which is why I train at the Colorado training center. I'm sure there's a rowing team located somewhere, but I know we don't have one specifically at the center. Just to clarify, you don't have to be in the same location to be on the same team, at least for swimming. Many of the people on the team live across the entire country.
