Can anyone recommend a good fitness tracker watch that speaks?

Best bet is the Apple watch.

Any WearOS watch **with a speaker** they're all having build in screenreader TalkBack. I have 2: Huawei Watch with Swarovski Crystals Limited Edition which was only 90$ and I recently bought Fossil Gen 5 (newest generation) on sale for 170$. Of course there are older models with speaker and screenreader that are cheaper and are having different characteristics, shapes, number of buttons, more spot look or more elegant, big or small: choice is big in WearOS and I'm happy to give advice. I'm happy with my smartwatches. It will work with any Android and iOS device.

How is Talkback performance on WearOS nowadays? I tried it with a ZTE Quartz a few years ago and had a miserable experience.

At best is to have a watch with 1 GB of RAM it's very snappy no hiccups. but just a simple trick of reducing or turning of animations and transitions in Developer Settings makes huge difference, idk when you had ZTE Quartz but TalkBack had updates in meantime that are independent to system updates it's separate from system. Even if watch doesn't have updates any more TalkBack gets them just like in Android system. In my Huawei Watch which has 512 RAM which is lowest amount I did animations trick and it has only after startup one time 1-1,5 seconds delay or deep sleep which is temporary then it's fluid and quick . On Fossil which has 1 GB there's instant response always no delays. I could do video comparison of those two but they don't have the same system versions, they have the same TalkBack and other apps versions. Huawei is much older device.

So it runs fine, just like its Android counterpart, but there are strings attached, just like its Android counterpart. Makes sense. Thanks for the info. it's good to know that Talkback on smart watches isn't a totally lost cause like I originally thought.

Apple Watch all the way

If you use an iPhone I would recommend an Apple Watch. The Series 3 is pretty cheap now and still works great.

Apple Watch would be your best bet, doubly so if you're already in the Apple ecosystem. Look at AW 4 and above, it's an upgrade on the 3 but newer.
