I was interested until I read they are looking for stories with blind or VI protagonists. I've never really thought to write a story featuring one at all. I may have had something but...

You can be from anywhere in the world. From the text,

It says Canadian preferred - I assume that to mean on the off-chance they're swamped with Canadian blind talent it'll be featured, but I'd imagine the blind writing cummunity of Canada to be small enough that international contributions will at least be looked at.
