when does a visual impaired person who is losing vision, refer to themselves as blind?(self.Blind)

I classify myself as “legally blind”, as I have NLP in my left eye, and 20/400 vision in my right eye with no peripheral vision in that eye at all, only central vision.

Here in the USA, agencies and gov't usually goes by your visual acuity. May we ask what yours is?
For instance, I am 20/200 and 20/400 with best corrected vision. Which is the best that glasses could afford me, IF they could make lenses that would help me, but they cannot, because my vision problems are due to being over 3 months premature, weighing just 2.2 lbs, spending a little over 6 months in an incubator, and my situation is 'unique, abnormal, complicated, and nowhere near normal" according to my eye doctors....

I am blind in my bad eye and 20/300 corrected in the good eye when I wear glasses (I often don’t) I too was born 3 month early and 2.2lb. This was great to read thank you.

We are so awesome!! If I may ask, I'm 52.... how old are you? My mom always tells me back in 1968 I was a "miracle baby." People who would visit their loved ones in the hospital would hear about me, and back then, they really had a big window in the baby's ward, where you could come and look at the babies in their incubators, just like in the movies.... They don't offer that anymore.
I also had a septal deviation in a chamber of my heart, and I had to have open heart surgery when I was two.
My parents (and doctors) at first didn't realize I had a vision problem until I was about three. Instead of getting up and running around, like most curious toddlers, I was absolutely interested in things like link on the carpets....because THAT is what I could see... It was then that they all put 2 and 2 together and realized I wasn't dumb-- I just was nearly completely blind. :-D

I got glasses around three as well before then I would feel people legs to make sure who they were or ask them who they were first my mom said. They said I was a miracle baby in those days as well and I’m 33 so I can only imagine what it was like 20 years before that.

I have a friend who was also a premie (by one month, I think) in 1968 and spent time in an incubator... he has really poor vision, but is not legally blind... just wears the thickest glasses I've ever seen.

I think it is different for everyone. I didn’t start calling myself blind until I loss the ability to read big print and started using a cane.

I'm visually disabled, suffering from CRD. From what I was told, it's considered blindness aroudn the world, where I live, it's considered a disability.
Used to describe myself as "Half-Blind", a blind person I met once had an issue with that statement, so I refer to myself as Visually-disabled now, though that requires some explanation, as not a lot of people are aware of the term.

I was recently diagnosed with CRD. I'm legally blind in my right and still have 20/20 in my left so I can identify with the "half blind" feeling lol.

Had great vision until I was 25, started deteriorating then. After 2-3 years, it stablized. Went to Uni and strained my eyesight too much, so it tarted dropping again. Stopped when I quit trying to read textbooks.

That depends, whether you’re referring to yourself socially, or in a legal sense. There are those people who, in spite of being visually impaired, are quite functional with their limited vision. They, may not choose to refer to themselves as blind.
Whereas, the legal definition of blindness, is a best corrected visual acuity of 20/200, and/or a visual field of less than 20° with both eyes.
Your choice.

From my experience, most people go by their functional needs. If they need screen readers, they think of themselves as blind. If screen readers and glasses will do, they think of themselves as visually impaired, etc.

I thinks it depends on the individual. There are 2 categories: blind - as a person who can't see at all has no light detection in any of the eye. Legally blind - as person who has some vision left (spectrum is very broad: from able to read huge enlarged print for example 72 points or using software magnification of 16x to 72x to having vision field defects, other complicated eye diseases often multiple) its severely impared. Society very often doesn't understand this term even after explanation so for simplicity lots of legally blind people are saying that they're blind, and for paperwork simplicity they're having blind person status as well.
Depends where the person lives (some countries saying person is blind when it has vision with best eye and correction of 0,05 which is around 5% in other in has to be much lower 1/50 0,02 2% or vision field less than 20° but vision sharpness in this instance can be even 20/20 but this person will have very narrow tunnel vision, their personal struggles with vision (illnesses not only vision sharpness but significant vision field defects)
So it depends in what country you live check your local laws, ask your eye doctor if you're not sure. In some countries even for low vision people are some small aids: help in financing needed equipment, small reduction for public transport. With such vision I really recommend you white cane if you don't have one yet and mobility training.
