Hey,
I suspect you are actually asking about King of Dragon Pass, or possibly Six Ages, the sequel. Unfortunately, they are not accessible on Windows, but only iOS. If you have any iDevice I highly recommend both games, they're delightful.

Unfortunately they are games which use English heavily, though I definitely think you could try them and see how you get on. A lot of play is reading text and making choices, both of which require some skill with the language. Definitely unique games, and I hope you have the opportunity to try them sometime.
