Most blind people would use their screen readers because they can move through an article more easily.

agreed. A VI person needs to get to the article somehow so will almost certainly have a form of access tech already: it's not a webpage's job to read text. focus on other things for improving a11y.

A screen reader already does this tts or speaking websites and app seems very extra. Kind of cool but not necessary.

Thank you (and the others) for your comments.
The feedback I received from my friend (and her friends) is that they're not very happy with the TTS quality they get from their screen readers - which is what prompted me to look into Polly as a potential alternative.
And good to know re the API/GUI... time to find myself a developer to help out!

There are alternate voices available for most screen readers. However many do not get them due to cost. I would still reco to avoid adding your own as I think most users would rather use what they are familiar with then something custom. Even Amazon gets Flak for switching from VoiceOver to Polly in my friend groups
