You enable "let games read to me" in the Xbox app to access the menu/UI narration. I'm a Sea Of Thieves player too, though I'm on Xbox.

Nope. After the initial mission there is also little to no voiceover work. Lots of small text to read

Unfortunately not. I wouldn't even say it's a very good game for low vision people. I did play it for a bit (low vision) with some patient friends but not the most blind-friendly game.
