Accessible solution for syncing audio with images (self.Blind)

I want to start creating TTS content in the form of reading errors, signs etc. Trouble is, that requires you to sync your images up with your audio. Is there a free, accessible editor for Windows that will allow me to do this? I'm without any eyesight and use the NVDA screen reader.

I think DaVinci Resolve might have something for that, but I’m not sure.
