I have never heard of a guide cane, how is it different? Do you mean a short ID cane?

It's sort of the midpoint between an ID cane and a long cane. "Guide cane" might be the UK English term for it, I'm not sure. That's where most of the resources I found were based.
It's just a medium length cane that I use to judge depth on curbs and stairs and to help me on uneven pavement. (I also use it for identification purposes, it's just not limited to that.)

I’m in the same boat regarding the issues with getting services. My eye doctor sent a letter in December to the state’s department for the blind and I have heard nothing back.

I don't understand the difference. I'm in U.S. my cane for identification and mobility look the same. I have a variety of lengths and tips as well. There are correct and incorrect ways to use a cane. You really need an Orientation and Mobility specialist. Whomever gave you the came should have provided training.
