How can I make politicians in my country aware of this problem + how can I get rid of frustration?(self.Blind)

I live in a country that has escaped the yoke of communism and things are not going very well in general.
Here children with disabilities receive a sickness scholarship. The problem is that those who decided which conditions are included did not include retinopathy of prematurity among them. For those who don't know, retinopathy of prematurity is a grade 1 disease, ie the worst grade.
How could I change that? I thought of an online petition, but I don't know what I should do after collecting the minimum number of signatures.
Also, when I see that money is being paid for less serious illnesses, I get very angry and I almost start praying to God that those incompetent politicians suffer the same as me. I don't necessarily need that money, but it feels like a lack of respect for us.
How can I better manage my anger?

Your frustration is totally understandable.
First, let me suggest that we should arrive to improve everybody's situation. I don't want anybody to get any less help, but I do want everybody to get what they need. When trying to eliminate inequality, let's try to raise everybody up, right?
As far as your question on what to do, in so things political, there is strength in numbers and structure is useful.
Are there any associations, rights groups or NGOs in your country that would be interested in this issue? You can get in touch with them.
Besides that, I'm sure there's at least one political party that would work on this.
In general, when you get a petition, you're trying to have something discussed in parliament (or whatever your legislative body is called).

I work for a parents group that is trying to do the same, banging on the doors of the government for decades and getting no where. We have decided it's better to link up with other children's rights groups and to empower parents to fight individually for their kids with letters of appeals, fighting for extra rights within their schools etc etc

I think that in general one can’t do that much. I would see about forming a group or joining one that is interested in such matters. I also think that lobbying with some sort of group would be good. Would any blind organizations there help you and take up the issues?
I would also say that this is a difficult one as in the west it is still very difficult for disabled people to be heard still this is a hard issue.
But in general I would channel that frustrations or concerns in a more useful way.

In the US if you get diagnosed with cataracts, even unusual ones for your age, they say just have the surgery, no problem! They don't tell you if your diagnosis is stronly associated with ocular or systemic comorbidities. I had to spend months with Dr. Google to find that out. It would be best for patients to get an accurate diagnosis from the start so as to make decisions accordingly. And we can't get our disability if our condition isn't properly diagnosed.

No need to punish each other.. You must let others learn about the difficulties.. In Europe, Denmark some political oriented people has children with soem disability and then they focus a lot on that.. meaning the rest is not that much important.. Speech is your solution, tech them.. record videos with issues.. (short once)..
