Patience is the key. Bid your max amount and eventually you will win. Also look for auctions that are ending in off hours and focus on those.
I've bought a couple braillers, embossers and braille displays for people over the years as well as the Sharp EL-640 talking calculators and other items. Sometimes it took a month or two to win an auction for popular items.
For a while the US government was selling Alva 80 braille displays from the social security administration and the listings appeared from all over the country with limited information and random quality. Sometimes it was a raw display in unknown condition and other times it included the box, power supply and manual and had been tested. The auctions had a lot of interest as these were a great opportunity to get a braille display for fairly cheap. There were even people buying, cleaning, fixing and reselling. After a while the interest in the items waned though and I was able to buy 4 displays as a lot for less than I would have paid for one a year earlier. Braillers seem to have fairly constant demand but also, it seems, fairly constant supply. Again, patience.
As others have said you can also buy a refurbished unit from perkins for about 300 which is generally better than some random unit that has been sitting in a damp basement for 30 years.

You can outright purchase a refurbished one for a little more than 300 I think you may be able to get from Perkins itself
