I think it would be kinda weird to say that to a blind person you just met or didn't know at all (unless it is a social/dating type event) but that's in general, not just to blind people. Don't tell random women on the street that they're beautiful. Some may like it but in general it's rather odd and intimidating.

Forget they are blind for a moment. Would what you want to say come across well to someone you have just met. It might be a bit creepy.

The difference is really if you mean it to be like you're so brave :) If you genuinely think that person's beautiful, I don't see why you couldn't tell them, essentially the same as any other person. If however you tell them they're beautiful precisely because they are blind, or because they are doing something while blind that you consider to be beautiful but might be very normal for that person, that's when things get a little bit more complicated :)

Well... Beauty resides in the eye of the beholder, so I guess a better question is, do you think a particular blind person is beautiful?

I just imagined you approaching this person and saying, You are beautiful! Almost as if she's beautiful despite of her blindness.

I understand why you may have felt weird about it and not wanting to put her up on a pedestal, but I would imagine she would have appreciated the compliment if worded tastefully.
