On Windows, I use ABBYY Pdf 15. This can create accessible pdfs, Epubs, or just generate good plaintext. Works with whatever pdf, if it has text or is image-only.

Depends on your operating system and screen reader software.if you are using a MacBook you can open the PDF file in preview. Dad after press select all and then go to edit. Scroll down to to speech and select start speaking. Simple?
But life is not that simple! So you can take the help of an ocr software. If you need some suggestions please feel free to DM me.
If you are using Android smartphone, there are many applications in the Google Play Store.

I've been looking for something like this for years now and would be interested in the responses. For work I have to view contracts and other legal documents which are usually scanned images of the documents in pdf format.
Currently I've been using an android app called Google lookout which takes a photo using my phones camera and reads the text aloud. Issue with this is that if the text on the document isn't clear, which is often the case, it reads out jargon which isn't helpful.
I've been looking online and have come across q read and qhhy fine reader which claim to be able to turn pdf documents into speech using ocr software.
I have asked work to get me a trial of these softwares which they are currently in the process of obtaining but this could take a while.
Hopefully others can chime in.

I used Prizmo on Mac and I think they have a windows version. It is.. eh.
I know that ABBYY Fine Reader is the engine that most OCR software uses on the desktop and it is supposed to be one of the best. It has a free trial that you can take advantage of to see if it works for you.
I have also heard rumblings that Adobe Acrobat actually does a good job of OCR on documents. I have also not tried it but if you are working for a company then it is likely that they already have a license and that would probably be the way they want to go with it.
As for voices. JAWS has access to some very good voices. Try Ava, Tom, or Daniel.
If you are using NVDA then you can buy the eloquence voices online and those should do.
Narrator on Windows has at least one decent male voice and if you setup the read all to read much slower than normal then they all sound good.

As long as its text and not an image, you can open PDFs in many programs such as word and most, if not all, browsers.
