Absolutely. All of this can be done via keyboard (e.g. F2 to activate the editing of a file name in Windows), and the screen reader gives you feedback.

Absolutely. VoiceOver on the Mac gives me all the same controls sighted users have to do file management in the Finder, plus I can easily use UNIX commands in the Terminal to perform command line operations. VO+shift+M on any file, folder, group of selected items, or any element in the system will open up the contextual menu, or basically perform a right-click on it.

Sure you can do all that stuff with keyboard shortcuts.
If you're old school like me you can also winkey plus r and type cmd and just do it from the command line interface.
