Are there any blind electrical engineers here?(self.Blind)

I'd like to start experimenting with electronics, however, I don't know where to start. I could read the literature on it, but I'd like to be able to put something into practice.

I don't know if they are continuing during COVID but there have been blind Arduino meetups in both San Francisco and New York,

You might get info on the Ham Radio hobby from the ARRL and Handi Hams. Ham radio is very popular among blind guys.

If you need talking voltmeters ammeters etc you can order through independence science - these are Vernier instruments so used in classrooms etc.
