Hi! I know "Be My Eyes" is also a very popular app. I also use something called Sullivan+ (as an Android user this is free to me).
But if possible, I would recommend getting an iPhone as the access to support is great and with good training & practice, it's very accessible. However, Siri can do an awful lot too & very easy to use! I think if he gets accustomed to an iPhone, he'd be able to use an Apple watch, tablet and Mac too with more ease. I believe Apple are working on smart glasses too!
Contact your Local Authority or Blind Organisation and I'm sure they would offer training. There's also an organisation called Henshaws based in the UK (may be a waiting list) who offer tech advice over the phone: 0300 222 5555
As for accessing in Arabic, Google translate can be quite compatible with iPhone voice over :)
