OK, so Driving Licence's are like standard ID here in the UK. But to apply for a provisional license it says on the government website that you need to read a number plate from 20m and obviously I can't do that. So I was wondering was the standard approach for visually impaired people here is. It is simply getting a provisional with no intention to drive so its never checked? Carrying around a passport seems like quite a hassle compared to an ID card. I'm aware some other supposedly valid ID cards exist such as CitizenCard, but I've heard these are largely useless for pube/bars/clubs. I'm in an interesting position as up until this point I have been using a Bulgarian EU ID card, but I'm trans, and now wanting to change name on documents because on that and obviously that would be very hard to do for that. So does anyone have any advice, would it be reasonable to get a provisional license with no intention to drive? I think I'd be unlikely to run into problems but I'm not sure. Thank you

I’ve been in a similar situation for my wife who is blind. She had been taking her passport out as proof of age ID, but was concerned with security. I contacted the DVLA and asked if she could get a provisional license with no driving entitlement - the latter because her vision was poor enough that she is not entitled to drive. The DVLA replied that a driving licence, provisional or otherwise is not a form of ID, (though it is often taken as such), but is a licence to drive a vehicle. As such, one could not be issued to someone without a driving entitlement, the same as one can not be issued to a child. So for my wife, the best I could provide is a CitizenCard, which is backed by police forces across the country as proof of age/ID. We’ve even used it as valid photo ID for domestic flights in the U.K.

I carry my passport. I know a few people who can see fine and just choose not to drive who do the same thing.

A passport is fine, even an expired one serves as ID most places. A photo lanyard from an employer can work too. I don't think there's a national scheme working here yet, the govt are being odd in wanting ID for voting at the mo but opposing actual ID cards.

In the US we have a non-driver's ID card that looks fairly similar to a driver's license. I feel like they must have something like this, given that a substantial part of the population can't drive. Here in NYC we have a number to call the local government, kind of like a non-emergency version of your 999, maybe you can call up your local government and start asking questions?
