It appears that
$1 does include some special characters. UEB isn't relevant as it is the standard for English braille--other languages have their own standards. To read Norwegian on a braille display you would need braille translation software that understood Norwegian. Presumably some exists because I do know braille displays are sold in those countries. For features like those present in UEB to appear on braille displays the Scandinavian languages would need to produce an update version of their standard to incorporate some of the same ideas as are included in UEB. Perhaps someone can comment on the status of Scandinavian braille standards and Scandinavian braille translation.
